What does a block off plate do? And where does it go on a quad?

a block off plate is used when you take your parking brake off (parking breaks never work anyway). it goes on the rear brake caliper where the parking break setup used to bolt on. You can see mine bolted to the brake caliper here. All companies make them pretty much identical.

So it is pretty much just something to put in the space? Does it give any advantages?

Saves a little bit of weight, cleans up your handle bars and caliper. Parking brakes are basically worthless, so for 20 bucks most people just get rid of it and clean up some un needed clutter on the quad.
