In the toolbar, right click on the tool that is in the 2nd row from the top, on the left. Choose polygonal lasso. Outline your whole quad with the tool, and double click. Right click in the selection area, and chose "select inverse". Then, right click again and hit "grow". Next, make your brush size like 400 and color over the picture. Re-select the lasso tool, right click and hit deselect.

To change the color of your frame, use the polygonal lasso tool to select your frame. Then click Image > Adjustments > Hue/Saturation. Make sure the little "Colorize" box is checked. Use the sliders to adjust the color. The bottom bar color bar (underneath Lightness you will see a rainbow-ish bar, and a solid color one underneath) will show you the current color.

Nevermind about the grow. You dont really need it, it just usually makes the selection more clean cut.

For anybody wanting to learn or sharpen your photoshop skills, go to amazon.com and do a search for "photoshop 7" and there are a ton of books on tips and how tos.

If you click and hold on the eraser icon in the toolbox, you can select the background eraser. You can tell if it works becuase when you remove the background, it shows you a dark/light grey checkered pattern behind the pic.
