On a 400ex I just bought used I noticed it has 21 inch steer tires instead of the 23" stock ones? How does this or will this effect handleing? It has 2+1 American a-arms with 450R shocks with works triple rate springs also

The shorter tire will respond more quickly to steering input. They may transfer jarring hits from the trail more than a taller front tire. The big idea is to make the fronts an inch or 2 taller than the rears. In your picture, what size are the rears?

rears are 20x10x9
You will be happier with the 21" tire. It won't have near as much roll in the corners as the 23". I wouldn't recommend riding with that much air in your rears. It will hook up alot better if you dropped it down to around 6 or 7 psi. Same goes for the fronts.

No that is all tire size 20 inch tall 10 inch wide 9 inch rim
I guess it's just the picture. The way they are ballooned out, it looks like you got way too much air in them.
