I've got the timing mark located to TDC, and the manual says to confirm it is TDC on the compression stroke by looking for slack in the rockers.

Well there is slack in the intake side, but none in the exhaust side, when I rotate the crank 360, there is still slack in the intake rocker, none on the exhaust.

I think I could be at TDC on the compression stroke, and just the exhaust valves are too tight.

How do you confirm which stroke you're on?

an easy way would be to look into the spark plug hole with a flashlight, or stick a piece of wire into it, and if hits right away, you're good. i'm going to guess you're right though. exhaust valves always seem to be a little tight over time.

Exhaust side is fine. Intake side is loose.
