400ex main jet holder question????

I was just wondering if anyone knows how far you are supposed to screw in the main jet holder. It is the part that you screw the main jet into. there is a lock nut on there and you can go up or down. I can't seem to find the answer anywhere online. I don't know if I am just stupid and it needs to be screwed all the way down or what? Help please!

So no threads showing at all then huh? Hmm that could be why my buddies ex is beating me up the hill. Another question. How do you go about adjusting the needle? Do I even need to? I have an '01 ex with a pro design intake kit (foam) with an outerwear instead of a lid. Choke removed and spark arrestor taken out. I am running at 5000 feet elevation with a 42 pilot and 155 main and screw 2.5 turns out. Any suggetions? I feel like it should have a bit more power
