250 rings seized?

I have a 250x and it was smoking real bad when it was parked, I took the intake boot off for a polaris ( I know you don't have to say anything ) and it set out in the weather for about 2 months maybe. I put a new intake boot on it today and changed the plug and sprayed starting fluid in the spark plug hole and it won't start. it has spark and fuel to burn so I am thinking compression is the problem. is it possible that the rings completely seized now after setting or what? it still sucks pretty good when i put my hand over the intake boot and kicked and it ran great before eventhough it was smoking.
any help would be greatly appreciated.
