How to Start a Forum

I'm looking at starting a Forum (not quad related) for a local area. What's the best way to do it? Is there a cheaper way than VBulletin or PHPBB?

If anyone can get me started, I'd be a happy guy. I'm willing to spend some money as well. I'm pretty computer literate but have absolutely no experience with this. Thanks.

Google "free forums". There are loads and only take a couple of hours to set up.
