07 450 carb

Thought someone that's installed a 450 carb on their 400 might help, I'm helping a friend service his 07 450 & we tore apart his carb for service, and cant' remember where the two hoses on the front left and right go to. Are they vacuum lines that just dead end somewhere? They are each split on the ends, and are tied together at the front side of the carb with rubber sleeve. The light in the picture is pointing to the right side nipple that one side is attached to. I think they dead end, but not sure.

Also, when we close the fuel drain screw, we still get fuel pouring out. Does one thing have anything to do with the other?
