steer stem

I received my steer stem and it looks great. I installed it and the bottom nut when i tighten it up my steering is extremely tight. my stock nut does the same. am i missing something? the washer doesn't help either. the new nut wont even go to the lock part of the nut. what should i do ?

there should be a collar that the seal rides on that the stem goes in. If that isn't there it will get tight because your nut/washer is tightening against the seal in stead of the collar.
