Ok, my 400ex was smoking on decel. I put in a 11:1 high comp piston and new valve seals does not smoke anymore ok great, the problem is i am not feeling any power difference, should i start running better gas? octane booster maybe?

I might be trading for a 2002 raptor 660. Any one think its worth it?

Yes to the gas question. At 11:1 you can bump up to 100 octane. Anything more wont get you much, but don't use crappy fuel!

You're running factory jetting with an exhaust on it?
definantly need to rejet for the exhaust and probably take off the air box or just crack it and an aftermarket air filter would help power alot

#40 pilot and #150 or #152 main should be about right
