Removeing steering stem(need help).

The top 4 bolts are removed and free but the bottom wont lift out I removed the nut. There mite be a rusty washer on the bottom but not sure.

spray some penetrating oil all over the stem at the bottom.let it sit for a bit.take a block of wood and a hammer hit the bottom of the stem untill it loosens up.
