Is this thing junk?

My uncle is looking at this quad for his kid. http://newlondon.craigslist.org/mcy/1066431579.html He asked me I thought it would be any good, and I don't really know. I have no clue when it comes to these off-brand kids quads. I know lot's of them are junk, but I've heard a few are ok. What do you think?

that is an extreme typhoon. We have had one for years, they are good quads....well worth the money.
