What is a Hot Start or Hot Start kit I hear some you guys talk about or mention?

The 400ex doesn't have a Hot Start and has no need for it. It doesn't have any trouble starting hot.

The hot start lever is just that. You pull it in to start a four stroke easier when the engine is hot. Sort of like a choke but backwards. They alleviate some of the compression.

is the hot start connected to the carb or to the actual motor?

It is connected to the 450R carb. You can either block it off or leave it. I snagged an ASV C5 clutch lever with a hot start lever for $3.27 (not bragging...lol) last night, so I am just going to hook it up and use it.
