for around $300, you can get a 416 kit and a cam. I would suggest that next. The 250r with a pipe will deffinatly pull harder. I would stick with the 400 if you are on a budget, that will keep the unwanted repairs to a minimum.

1985 for 1,800 :huh Buddy thats a 3 wheeler. I would stick with the 400ex, you can still make that thing fast as he!!. The 250r is really fast but whats so fun about having a 250r when you can't afford the maintance?

The 85 is great, as long as you dont mind 3 wheels. For the same amount of money spent getting the 250 up to speed, you could have one **** of a 400. If you wanna get your arms pulled out, a high compression 440 with a wild cam, some porting, etc will do it nicely. I love the 250s, but they are too much work for someone on a budget. If you have the time and money to chase striped threads, rebuild frequently (sounds like you will be riding hard), and re-tighten bolts after every ride, find a nice 250r. You said your 400 pulls hard now. A 416 will actually use the carb you have (stock 400 cant use that much carb effectively) and wake up your pipe more. Good luck!

a 400 willl rattle more bolts loose than a 250r, i had both, i would know, vibration loosens bolts, which has more vibs, u tell me

I've never had a bolt come loose on my 400, you need to tighten them up good after you loosten them. My friend with the 250r looses stuff all the time. He might not tighten up stuff right, but he is a competent mechanic. The 250r is a very reliable bike, but when ridden hard, they need more attention then a 400ex. I guess it boils down to how much you are willing to spend for the two stroke hit. I personally think that if he says his 400 is a rocket now, a nice 416 kit will do him wonders of good.

It depends on your level of dedication to an R.
But if really like wrenching, then you'll like an R. I love it, its hard to explain an R in one paragraph, but their not for just everyone.
