cam install

I'm putting together a new 416 and have ran into a problem with the cam timing . I can't seem to get the timing lines on the cam gear even on the head. Moving it one tooth on either gear moves it too far. The chain is a new 450 one so it isn't stretched. What am I overlooking?

check to make sure it is exactly at TDC, and also, you're cam chain tensioner is backed out or removed, correct?

It is at TDC and the tesioner is removed.
