What makes a shock specific to a certain a arm? Like when someone says these shocks are made for say, atv four-play a arms. I thought only the length of shock an a arm accepts mattered? Can someone please elaborate?

It's pretty much the length that matters when you are talking about the shock bolting up to a specific a-arm. The difference is design of the a-arm (leverage ratio's, length of a-arms). These are all taken into consideration when calculating the valving and spring rate.

So if you take a shock that is 19" long and bolt them up to an a-arm that accepts 19" shocks - you will have a good platform to off of when decide to get them reworked for your specific a-arms.

Once you start getting into changing the length of shocks, the price for different length shafts and clevices really start adding up fast.
