Rocker Arm Stuck

i'm in the middle of adjusting my valves, and they all went fine until i got to the right exhaust valve, at first i thought there was no clearance but i took the screw out and the whole rocker arm is not moving..any suggestions?

decompression mech sticking?

try jerking the crank a little bit. when this happens to mine, i just set the socket wrench so its won't turn either way, and kinda wiggle the crank. just don't go backwards.. set it back to TDC. works everytime.

alright, thanks guys. i got them finished up and it sounds much better than before, there is still a much quieter tick but you really have to get down close to the engine to notice it so i think its good, thanks again
