Not off-topic, quad engine related (please look)

on the blaster i aquired i have this lever, its right infront of the carb and next to the choke. what does this lever do? it goes to the left, or to the right. what ways does what? is it like, a gas shut off valve or something?

take a look at the picture. i was wanting to ride the bike today but i dont want to mess with this thing unless i know what it is

that is a slide hold... it goes straight up and keeps the top on the carb from moving around...

admin can move this to the powertrain section now if neccesary, i got my quick response. i have another question...

the bottom of the engine has a crack. right where the shifter goes into the engine.
solution: jb weld
result: still leaking
problem: when i shift (i'm assuming), the shifter has so much force that it actually cracked the jb weld, causing it to leak. now, the crack is much smaller than the previous crack, but, its still leaking oil and cant be riden like this.
