I have a full set of Tech 3 Hipers on my quad. The bolts are only sopposed to be torqued to 120 inch pounds. Did you not get instructions with your rims?
Drill out that bolt, simple and easy. Then retap for a different size and bolt.

12 inch lbs is barely anything you can tighten way more with a screw driver. convert inch lbs to ft lbs and i think its 10ft lbs.

I can assure you it's 120 INCH POUNDS (10 FOOT POUNDS). I have the rims and I read the installation instructions several times.

Yeah I tighten my rings to like 8 or 9 foot pounds max. They don't take much.
