i only have 1st gear??

i only have first gear and neutral on my 1992 lt250r anyone know what might be wrong? some one told me a shim might have fell out? i already took off the clutch basket and shift lever im about to split the case let me know thank you

it cant be i took a pair of pliers and tried to shift it with out the fork in it and still had the same problems i cant figure it out
