Does anyone know if older style Houser front ends use the same length/valving of shock as a Laeger?

It all depends on which style of both that you have. Most leager long travel front ends take a 17.25" shock for the front but that can also change slightly with the width of a-arms. The first houser long travels used the same length, since leager was the industry standard. the valving is set up for the rider more than the a-arms althought the bke they are made for will change things also(mainly because of weight and geometry)
if you have both sets of a-arms and shocks that you are wanting to match up mount one side of the bottoms on and put the shock in the a-arm, you should have to pick the a-arm up some where between an 1/8 to 7/16 of an inch to get the eye to match up to the bolt hole. if you have to push down on the shock or raise the a-arm more than that you need a different lenght. The valving may have to be hange either way but that is a lot of math to go into.
hope all this helps you
