Ebrake Block Off Plate

Was thinking of buying a Pro Amor Block off plate. I was wondering where does this get installed, on the rear caliber itself correct? When i bought the bike it didnt have a Ebrake on it. Whats the point off this plate being installed?

It takes the place of the mechanical arm that is no longer needed on the rear caliper once you remove the cable.

The cable was already gone when i bought the quad, so maybe theres already a block off plate installed? Ill check tonight. I take it i half to remove the rear wheel?
