Take a look at your PCIII. there are 3 buttons on the front for low, mid, and high end adjustments. A click or 2 on the high should solve your problem.

Has anyone downloaded that accelerator pump map for the PCIII ? If you did, did it help with the hard starting? Also if you click on the low will it make it a little snappier on the bottom end?

The AC pump utility will not help with starting it is only for those that have a bog or hesitation just off idle with a quick hard throttle input. have you adjusted your TPS sensor voltage this really helps with starting. Also do you use the enrichner curcuit when starting?

How do I adjust the TPS sensor voltage, and what do you mean by enrichner circuit? Any detailed information would be most helpful.

The throttle body on your atv has a "choke" on it that should be used for could weather starting it is also the idle adjustor know it you turn it instead of pulling on it. as for the TPS voltage read this.
