A rpm limit is exactly as it says.. it limits your maximum engine rotations per minute so you don't blow up your motor.

The RPM Limiter is a function of your CDI (Capacitance Discharge Ignition) Module. Some have a higher limit, some have a lower limit.

400ex has a very high limit already, so there's really no reason to increase it. Whereas a 300ex for example has a very low limit so it is actually beneifical to have your CDI modified for a bit higher RPM limit so you can make full use of your power curve, and slightly increasing your top speed in most cases.

The engineers that design these machines aren't dumb. As a general rule, most machines have the RPM limiter exactly where it needs to be. Altering the rev limiter usually doesn't give you much of an advantage if your motor is otherwise stock.

However, when you start adding modifications to the motor itself, like an aggressive camshaft, porting, or higher compression, those modifications often shift the power of your motor. At that point, a higher RPM limit is almost a necessity.

So, if you have a modified motor, then a high-rev CDI is definitely worth the cost. But if your only mods are a filter and pipe, a high-rev CDI generally isn't worth it.
