450 carb- what is this?

What is this wire and do i need it? if i don't need it can i take it off, block it off, or cut it and leave the plastic part? i dropped carb while sanding and cracked it so if i have to keep it do i have to get a new one or would sealing it up with glue work?

That is the throttle position sensor and no you dont need it on a 400ex, just clip the wires.

It actually falls off and the inside is exposed (wire sensors or something) can i just fill with silicone to keep together and the elements out?

I cant remember for sure but i dont think it will allow air into the carb with the sensor off, but dust and dirt may collect and bind up the throttle plate. So to be safe i would do like you said and silicone it. hope tht makes sense :)
