Chain broke - took things apart - need help

I have the axle off & I'm trying to get to the brake pads. Its an 02 & they are probably due. I 'm not sure how the silver bell comes off. It looks like a rubber pc. on the threads. I haven't taken it apart enough to get to see the pads yet.

Help.

there is a rubber o-ring on the threads . use a pick and pull it out . then it will all come apart .

Thanx, wasn't sure if I should dig that out since I don't have one to replace it.
