Both are slightly used but in good, useable condition, and came off of my 2000 400ex. They should both fit all years of 400ex, but check before you buy.
--DynoJet jet kit (stage 1&2): $20 shipped; comes with complete set of jets, adapter, needle, and instructions.
--Dial-a-Jet: $50 shipped; comes complete with snorkle kit and instructions. It just needs a new zip-tie to fasten it to the intake, or you can use whatever method you prefer. This kit includes the float bowl drain adapter so there's no need to drill any holes in the big drain bolt in the bottom of the float bowl. It works great if you do a lot of riding in different elevations. It takes about 10 seconds and a small screwdriver to adjust your jetting on the trail. It's also great for the dunes where you can bump the jetting up a hair temporarily without having to drain the carb or change any parts.
