I have a 86 R, I put some 450R shocks on the front, it raised the front by 2" but now its hard as hell to steer, Its got stock A-arms. I know +2 arms would help but I dont have the $$$ to spend right now, Any way to fix this.

its possible that you have ball joint binding.

I installed a pair on my 250r that has +2 a-arms without any issues. Had mine custom valved and sprung for my weight / riding style and they work great, very plush. I found them to be harsh before having them worked over, its got to be even worse on your machine with stock a-arms.

They ride goo, alittle stiff even ajusted all the way soft. But im looking into geting some +2. Isnt the 400ex arms the same as the 250R

They will bolt on, but are thinner at the frame mounts, you will need about 1/4" spacers.

I ran stock 400ex a arms with 450r shocks for a while. It was too stiff for me. I had the shocks revalved-resprung for my weight and riding style and they now work great. There are plendy of reputable shops that will do it, and its probably cheeper than +2 a-arms, unless thats the overall goal.

Getting the 450r front shocks revalved and sprung is a must IMO, even with +2 a-arms I thought they sucked until I had them set up. They are great now and for the money I have invested I'm very happy with them. Something to keep in mind is the newer 450r front shocks have stiffer springs than the earlier models, mine were brand new take offs from an '07.

Thats my plan but dont have the cash for em right now. I adjusted the ride height and it dropped about 1/2" and it made a diff-, its still alittle tough but its tons better. I plan to build some +2 or +3 arms for it
