Popping noise

Every time i turn my steering stem something down there is making a popping noise. I dont even hear it when im riding, but it just aggrevates me. Any ideas?

there is a bearing on the bottom of the stem. It may be worn out. That or the ball joints are loose.

I just put a new bearing in, how do you tighten the ball joints?

if the balljoints themselves are out, then they have to be replaced. But if they are just loose where they bolt up then just tighten them with a wrench.
