Paypal fees went up. It's 4.9% now. He's not tryin to pull one over on ya. Unless you have the upgraded account then it's like 2.9% I think.

My premier account is 2.9%+30 cents per transaction for us accounts. I know to get foreign money from like canada costs more. I don't think it is quite 5% though, more like 4%---I don't remember. But I have gotten no notice about paypal fees going up at all currently or recently.
