ride height adjustor stuck?

i just bought a used rear elka shock for my 400ex the two threaded rings above the spring won't move. I took out all the set screws and cleaned the threads well, neither of the rings will budge any ideas?

We see this alot. Most of the time we have to cut the preload rings off the shock and them install new ones. To do this the shock must be completely disassembled.
