the stock gearing for a 99 400 is 15/38

the 15/38 gearing will give u a higher top speed, my 400 is geared 15/38 and i does fine through trails, it really just depends on what u want, but i wouldn't go any lower than 14 tooth front

whit stock engine and stock gearing i feel good my 400

now my engine got a hc stage 1, port and polish head work, dynatek revbox, full exhaust...

and my question are if i got to change the gearing, or the stock works great whit my mods?

If you drop the front sprocket one tooth, you will have faster acceleration but a slower top speed. I would just go with the stock gearing.
