Will an 8 inch mud cap fit on a 9x8 wheel???

No, the 9X8 wheel is 9 inch diameter and 8 inch wide. The mud plug goes on an 8 inch diameter beadlock wheel (baja style may work). Regular wheels can't use/don't need a mud plug.
