from my understanding valve seal leak it woudl only smoke on start up . as now it smokes constantly. and i am doing everything correctly. i have quadruple checked. being this is the third time it has been apart

ok befor you burn it down make sure inssurance will cover it!
then take all ur good parts off
but it in a little shed by itself and then carefully catch it on fire and makesure you dont leave and evidence behind

Sounds like you are doing something wrong.

Are you setting the ring gap for the piston rings? Are you spacing them out the correct distance from each other when they are installed? Breaking it in correctly?

well found my prolem. the valve seal ont he left intake valve was leaking pretty bad. u couldn't see it until u took the valves out.

i thought it was the rings this whole time and it wasn't lol. the valve was leaking so bad that it seemed like it was the rings

Is the valve itself bad or the seat? While you got it apart, make sure the valve is good too. ;)

You mentioned earlier that bad valve seals will only cause smoking on start up. That's incorrect. When they first start going bad that is what happens. Once they really start to go the motor will smoke consistently just like you now know..... lol

in the three times that you've been into this engine. did ya check to see if the valve stem guides are within spec and did ya replace the old stem seals with new?

see i had the head ported by a local guy. i figured he woudl put new seals in it but i guess he did not. i did not have a valve spring compresser to take the valves out so i never checked them.

i see. then if you dont have the means to pull the head down and service it. i suggest that you have it done. check and replace all parts to include the guides, valves, springs and seals. if everything checks to spec then i would have the seals replaced and have the valves reseated to the head
