overseas internet?

My brother is in the airforce and is going to be shipped to Germany or Japan and we want to get him a laptop to be able to talk to us and stuff. But not sure how he could get internet access?

Lol, My dad's in Iraq and emails almost daily.... Not to mention, Air Force has it made man. (Not talking bad about it... Just my dad's in it, my brother's in it, and so am I....Well kinda.)

He will be in a military barrack though.

On my dads laptop we have a wireless chip. It has its own number and gets internet anywhere that cell phones do. I believe its called an express card.

ok... I know almost every country has internet access but he will be in military barracks that DO NOT HAVE INTERNET so we need to find a way to get it.
