Pull start wouln't pull. Y?

I have a 99 trx 90 with the pull start. The rope for the start broke so I had to take the housing off and replace the rope. When I put the housing back on the pull start wouln't pull easily and if you force it the rope wouln't return into the housing.

Any suggestions?

Also if anyone knows where to find a schematics sheet for a 99 that would be awesome.
