you would have to apply for a builders title.
the goldwings and such you are just modifing an existing frame, since youwill be using parts from several bikes, and only using a small portion of the original street bike, most likely you will have to have a custom title.
here in KY a builders title is easy to come by. other states laws may very though.

Bill, I've seen bone stock ATC250R trikes registered and titled in NY before. It was a while ago, and I'm sure you'd have to have an in at DMV.
in ny if it has a offroad use only title its near impossible to make streetlegal, how would anyone know i modified the frame? i mean i just put a swingarm on it right :scary: haha

Can't help, but I don't see why there would really be a problem.
But if you do this get us pics!

SRH, just FYI--I'm pretty sure what you're suggesting is a felony under New York state law. Check section 170.65 of the NY state statutes. Removal of a VIN and affixing another--especially for the purposes of registration--is a major no-no. Not worth it, IMO.
3 wheelers absolutely suck on pavement anyway.
I've seen several bone stock 86-88 250r quads registered and liscensed. All they did was put hoosier slicks on them, turn signals at the correct width, functional brake late. And a couple other things, and the one was in nazifornia no less.

NY is notoriously a PITA for getting anything registered.
im not removing a vin and affixing another,id be taking a portion of the frame from the trike and modifiying it to a existing bike to make the bike a 3 wheeler

In most states Quads are near impossible to make street legal.
However, under most states descriptions 3-Wheelers / ATC's qualify as motorcycles and thus are very easy to register.
