Street Legal 400ex?

First off, I live in Michigan and really want a bike to ride on the street, but love my quad too much to give it up. Recently I was analyzing an ATV Action, if that is possible, and saw that some guy had made his Cannondale Speed street legal. I got to thinking about it, and was wondering what I would really have to do to make it legal. Anyone ever done this or know anything about it?
