exhaust db rating question

When in an exhaust product description they say its so many db's.... is that the maximum number of db's or just at idle?

Im not 100% sure, but I would think that it would be the loudest rating recorded with that pipe. Someone correct me if I am wrong.

thanks for a reply, thats what my guess is but im not totaly sure either.....does anyone else know?
