Steering stem bearing???

How do I remove this bearing dose it come out from the top or the bottom.

top. move your stem out of the way by taking the nut off the bottom and the clamp off at the top, then pull it up out of the bearing. Once you remove the seal there is a snap ring you have to take off then knock the bearing up from the bottom. that snap ring can get pretty siezed up in there
