OK well im trying to get this quad up and running...

First off its an 2004 450r, all stock... Sat for a year or two before I got my hands on it.

Problem is that it bogs down when given a significant amount of throttle.. Even to the point that it stalls out. Wont go up steep hills, wheelie, etc.

I cleaned the carb a bit, but im not confident on my carb cleaning abilities. How should I correctly clean out my carb? (in a nutshell)

Next issue, the round plastic "jet holder" piece that fits around the jet before you put the bowl back on is missing. Would this be a likely cause of my problem?

Thanks for your help everybody!

You will want to get some SeaFoam. http://www.seafoamsales.com/motorTuneUp.htm

That missing will cause the problems when doing wheelies or going up hills.

That main jet slosh protector is very much needed. Also i bet the pilot jet is clogged. take it out, blowing carb clean in there rarely cleans it out. Take a piece of thin wire or a bristle from a wire brush, and wrok it in there, then blow it out. good luck!

you can pick that plastic piece up at bikebandit.com really cheap. heres the webpage for it. It will open up to the air filter page, Just click on carb diagram and the item you need is #30. they are really good on shipping too, maybe 3-5 days and it should be at your door.
