I dunked the 400 in a river and oil is milky white, I have drained oil and know I need to change it 3 or 4 times. Can I remove oil filter and refill with 2 quarts, run motor in neutral at an idle without am oil filter for the first 2 changes and then replace later on.

You can do no filter but more then likely you took on some dirt or silt with that water. As cheap as filters are just buy a couple at the auto store and use them in the flushing process to be safe.

Should I be able to add 16oz of motor flush with the oil. I believe the base is kerosene to help get all the crap out?

i wouldnt run it without the filter just because it may cause you problems in the long run ...id rather spend 15- 20 bucks on filters then spend 500-1000 for a rebuild
