you can race C-class with whatever machine you want. you'll be fine.

the only time i've seen an instance where it matters is if there is a 2-stroke class, air hammer, or specific cc classes.

stock for stock it woud be close, i would say about 85% of 250r's dont have stock motors though. I would deff go with the 250r.
