Removing first idle gear assembly bearing from the case?

How do you extract this bearing? Do you need a special tool to remove it from the case?

Photo, the assembly sits loose in the bearing which leads me to presume that it is affecting the kick starting mechanism.

You need a blind bearing puller.

I installed that bearing new in my 06 when I put a kicker in it and it was still a little loose.
