I know this sounds stupid, but is your choke on? That had happend to me and I felt soo stupid.. Also, clean your carb bowls. Count to 20 as the fuel runs and it should be all cleaned.

Going down on the needle brings it up.
You may want to consider pilot jet, idle to 1/4 throttle, sounds like its starving for fuel.
