Dinli 150* info

I just bought a Dinli 150 from a buddy and he said it won't pull it's self. He said something about a kit to remove the reverse on these? I just bought it for a toy to play on not to race or anything. It runs it just won't move. Anyone have any advice they can offer up to me? Thanks!
