Is it the ball joints or the rod ends on the a arms that is loose ?

Set up the front end and tighten down all the jam nuts and I'll bet that its the steering stem. There is a joint in it that tightens w/ a set screw. You could weld it but then you can't get the stem out if you ever had to, or you could drill it all the way through and put a proper sized bolt through that will take some of the slop out of it.
