I have a 2003 400ex and was just getting done with a rejet and noticed a hose about 1 ft long attached to the bottom part of the carb that I can not figure out where it goes. Would this just be a breather hose? Thanks in advance.

most likely a breather

Its a over flow hose for the carb. Gas comes out of it if to much gets into the bowl.

is that why it leaks when you do wheelies to high?

The hose attached to the very bottom of the carb is the drain hose for the float bowl drain valve. It's not a breather and it's not an overflow. It's just for draining the float bowl via the drain screw (little screw valve near the bottom of the bowl).

The breather and overflow hoses should come out the side of the carb, go up, over, and then hang down the other side of the carb body.

Maybe Its not technically called an overflow, but put the quad back on the grab bar and see where gas comes out.

Ahh yes. Thanks for that correction. I think you're right....I'm thinking there's like a long thin brass tube that sticks up from the bottom of the inside of float bowl. Does that sound right? And that tube must connect to the open side of the drain valve? That would make that hose both for the drain valve AND and serve as an overflow.
