I can pick up a Baldwin pipe off an 06 for $150, its had 2 season on it though so im not sure about it, if i re-pack it, will it be "good as new" or is it a waste of money? im also wondering how loud the DASA pipes are, my pipe needs to be under 99dB for next season, thanks
repacking it will quiet it down to when it was new. If it was under 99db's new, it should be good to go.

This is true. They do have a new designed muffler that is longer and is suppose to be around the 99 dB mark.

It is the same deal with the Baldwin pipes like Dasa. The first design is loud, but then they have a new design this past year that is suppose to be 99dB.
I would say if you have seen pics of the pipe and looks good with no dents it should be fine to just repack it and go. Steel-woll will clean the header up real nice too. Just depends on what you want.
