Air intake filter on 250ex.

When i got my 250ex last year, it had oil all over the filter to catch dust etc.. now it needs to be cleaned out because of all the sand and dust cought in the filter, any good tips to use as a cleaner to remove the oil, dust and have it the cleanest ? i thought i would just use soap and water, but i wasnt sure. After im done cleaning, should i soak it in oil again like it frist came or what ?

i just put some kerosene in a bucket and soaked the airfilter in that then let it dry and sprayed a light coat of pj1 foam filter oil on it
